Short answer

Scrap is the building material: nearly every build, upgrade, expansion and research costs some.

What it does

The Keep and every Scrapworks make scrap each hour. It's also the biggest share of what raiders take and what you take back.

Scrap goes into buildings, upgrades, expansions, fortifying, road gates and research.
